This is the first time we meet Romulan Commander/Klingon/Sarek. What a show. This is one of the best pitting Capt. Kirk against a valiant and honorable (and intelligent) Romulan Commander. Each ship has its strengths and weaknesses. Each ships weapons are well balanced and the outcome is determined by the Captains and their culture. If the Romulan had been part of Starfleet he could have left and been victorious rather than returning to his doom. This picture also has some great philosophizing and shows the character of the Romulan people which has since been built on and expanded but it was started here.
With one of the best space battles of the entire Star Trek genre Balance of Terror earns the top rating of ten insignias. Mark Lenard deserves his return performances due to his screen presence and ability. Not my favorite Star Trek but certainly one of the top five maybe the top two.
